EU / UK - Responsible Person Service
A cosmetic product placed on the market must be safe for human health when used under normal or reasonably foreseeable conditions of use, taking into account its labeling, method of use, and the information provided by the responsible person.
The responsible person must be a natural or legal entity established within Europe.
According to Article 4, Paragraph 1 of Regulation (EC) No 1223/2009 on Cosmetic Products, cosmetic products can only be placed on the market if a natural or legal person within the Community is designated as the “responsible person.”
For every cosmetic product marketed in Europe, the responsible person must comply with the obligations set out in Regulation (EC) No 1223/2009 on Cosmetic Products.
